Plugin VIP Menu

Hello Guys who can make me this plugin to VIP Menu Public
Like this in screenshote pls and can choose one item in round
when i want change this item type just vipmenu or /vipmenu
then choose and get msg :
[VIP] The Select Item will be actived next round.

Please make me it , i need this plugin
Sniper Weapon dont add it
